Residents try to get away with all sorts of sneaky activities, but a small subset seem to have just no concept of right and wrong. So - when they break the rules, it's because they have simply forgotten that there are rules. This kind of guy you almost feel sorry for punishing, but you do it anyway, like you would a pup who makes a mess on the kitchen floor.
